INTRODUCTION

Humanity requires more and more energy. Unfortunately, previously made predictions about the growth of energy consumption and development of new energy technologies is not true: the level of consumption is growing much faster. The way out of this situation was found by scientists, physicists, thanks to the property of splitting atomic nuclei of heavy metals - plutonium and uranium. This became known as nuclear energy or nuclear power, which in this case is the same. Nuclear energy - is the energy sector, mining Atomic Energy obtained in the fission of the atom to generate heat, including the production of electricity and its sale, as well as serving to ensure safety.

The relevance of the topic of master´s thesis is confirmed by the fact that almost everywhere in the world nuclear energy is one of the most dynamically developing branches of science and industry, as nuclear energy is related to long-term and relatively cheap forms of energy. However, the development of nuclear energy and nuclear energy development met some opposition from the international community, which is concerned about the problems of nuclear safety, the possibility of environmental pollution by radioactive wastes and hazardous proliferation of nuclear weapons. Often these fears are unfounded, and are too emotional. In this regard, it requires a reliable, objective and comprehensive information on various aspects of nuclear energy, an elaborate legal regulation of the spectrum of the international community.
